Rodent activity moves towards buildings as the weather turns, which is why October and November carry the heaviest commercial workload of the year on planned rounds as well as reactive calls. For a food business the stakes are not aesthetic. A food business operator has a legal duty to keep premises free from pests, an auditor will look at the evidence, and an environmental health officer visiting after a complaint will look at it harder.

That legal and commercial pressure is what makes the income durable. A hospitality group under budget pressure can defer a refurbishment, delay a menu redesign or postpone new signage. It cannot defer the pest programme that its own insurer, franchisor and retailer customers require it to have, and the consequence of trying is out of all proportion to the saving.

Owners tend to describe this as the busy season. Buyers describe it as the part of the revenue with the lowest churn assumption attached to it, which is a considerably more useful description when a valuation is being argued.

Every acquirer builds the same simple model: how much of this income will still be here in three years. Every input that raises the answer raises the price, and non-discretionary demand is one of the few inputs an owner can genuinely influence rather than merely describe.

It shows up in three places. Churn assumptions fall, which lifts the earnings the multiple is applied to. Deferred consideration falls, because a buyer holding back money against renewal risk needs less protection when the renewal risk is lower. And the pool of interested buyers widens, since audited commercial work is exactly what a national operator or a backed consolidator is trying to add.

This is the practical argument for shifting the mix towards contracted commercial work even at the cost of some headline margin. A domestic call-out at a good price is worth more this month. A documented planned programme at a food site is worth more at completion, and the gap between those two facts is where most of the value in a pest control business is made or lost.

The regulatory direction in rodent control has been one way for years, and it favours competent operators. Second generation anticoagulants are restricted to use in and around buildings, and sale for use in open areas and at waste dumps ceased on 4 July 2024 with permitted use ending on 31 December 2024. In England, glue traps have been restricted to registered professionals under the Glue Traps (Offences) Act 2022 since 31 July 2024.

The next step in that direction is currently with the regulator. The Health and Safety Executive ran a public consultation under the GB Biocidal Products Regulation on renewal of the anticoagulant rodenticide active substances, and it closed on 30 September 2025. The decision is pending and it would be foolish to predict it. What is already clear is that the question being asked is whether suitable alternatives exist, which is not a question asked of a product nobody is worried about.

Underneath the regulation sits CRRU stewardship, and the monitoring that supports it continues to report anticoagulant residues in a high proportion of barn owls tested. That is the context in which the rules keep tightening, and it is stated here as context rather than as a campaigning point.

For an owner, the reading is straightforward. Access to the core chemistry of this trade is gated by competence, and the gate is narrowing. A business with a fully trained team, current certification and a service model that does not depend on a single method is not just compliant. It is harder to replicate, which is the definition of something worth buying.
